Every major hurricane produces a familiar pattern in the weeks that follow. Files start closing, cycle time reports look reasonable, and then a subset of claims stall. That evidence doesn’t replace the primary inspection or independently establish causation. It supports the determination as part of the full record. 

Baseline and context documentation runs throughout. Non-damaged areas documented alongside damaged ones. The reference points that make the damage documentation meaningful – because a photo report that documents only damage leaves the file without the context that makes it hold up under review.

The Three-Document Standard

The observational record has three components: the photo report, the narrative, and the estimate. On files that hold up under review, those three documents aren’t independent records. They are three versions of the same account. 

The estimate documents a damaged component. The narrative explains what the adjuster observed and why the scope reflects the condition found. The photo report provides visual confirmation – not just of the damage, but of the context around it, including baseline observations of non-damaged areas alongside damaged ones. 

When all three documents tell the same story, the file supports the carrier’s determination cleanly. When they don’t, the gaps are easy to find and expensive to close.

  • Supplements. The file gets reopened when contractors identify wind-related damage the original documentation didn’t fully capture, or when the water-related documentation didn’t support the initial scope. What Carriers Should Be Asking Vendors Now

If your book has meaningful hurricane exposure heading into peak months, the vendor conversation worth having isn’t about deployment speed. It’s about the observational discipline that goes into each file. 

Ask your independent adjuster and catastrophe claims adjuster partners how they train field teams on wind and flood documentation. Ask what their pre-deployment briefing covers. Ask them to walk you through their documentation standard and their pre-delivery review process – the operational discipline that governs what a file looks like when it reaches your desk.
